The Unnamed
Those whose Civic Network status is incomplete, erased, provisional, or deliberately absent. Not sacred. Not free prey.
Read in its original CDS context. Explanations, perspectives and unresolved details are preserved as written.
The Unnamed are people the official systems fail to hold cleanly. Their past is generally left alone. Their presence is not treated as a resource to be sold or a vulnerability to be leveraged against the surface.
They are not automatically sacred. They are, however, default-protected. The point is simpler than sainthood: they are not free prey merely because official systems do not recognize them cleanly.
Liariel's intelligence reach comes from many of the same people she protects. They notice things because people talk in front of them. Small observations become patterns.
