Kael Vorn

A human man in his mid-fifties. Surface authorities can understand him because his power resembles ordinary organized crime. He is not Liariel's servant.

Context: Outward-facing underworld authority

Epithet: What can be governed

Archive section: undercity

Read in its original CDS context. Explanations, perspectives and unresolved details are preserved as written.

Kael Vorn is pragmatic, controlled and dry. He prefers survivable outcomes to theatrical victories. He is capable of force but generally treats violence as an expensive tool.

He is not a fake boss and not Liariel's servant. Kael can control a corridor. He cannot own the protected people moving through it. He can enforce a debt. He cannot sell protected status to the surface. He can negotiate criminal access. He cannot convert a protected route into commercial inventory.

The surface tends to identify Kael as the principal criminal authority because it can build a dossier around him. It struggles to classify Liariel because her authority does not resemble an ordinary hierarchy. This asymmetry is useful to both.
